Red Finland was governed by the People's Delegation, chaired by Kullervo Manner.

A 40-member Central Workers' Council was appointed to serve as the parliamentary body of the Reds and supervise the work of the People's Delegation.

The People's Delegation was divided into departments whose responsibilities resembled those of present-day ministries. The Finance Department was led by financial delegate Jalo Kohonen, assisted by Edvard Gylling, who also continued as chairman of the Parliamentary Supervisory Council of the Bank of Finland.

The Bank of Finland's Red Executive Board was chaired by Anton Huotari; other members were Einari Laaksovirta and Mikko Virkki plus extraordinary member Jaakko Ekstedt.
