DESCRIPTION;ENCODING=QUOTED-PRINTABLE:Gayane Barseghyan (American University of Armenia): Sanctions and Counter-Sanctions: Who wins? Abstract The paper investigates the economic costs of sanctions and counter-sanctions, using diplomatic crisis between Russia and western countries as a case study. By constructing counterfactuals, it demonstrates that in Russia following the sanctions per capita GDP and FDI inflows fall, while a ban on food imports introduced by Russia led to an expansion of domestic agricultural sector. Various placebo studies confirm significance of obtained estimates. Some preliminary results quantifying the impact of sanctions and counter-sanctions on other sanctioning countries are obtained too.  =0D=0A BOFIT seminars are open to all researchers interested in the subjects covered.
