Bank of Finland representatives in the Eurosystem, European System of Central Banks (ESCB), bodies of the European Union and other international bodies

Governing Council of the European Central Bank (ECB)

The Governing Council is the main decision-making body of the ECB. The Governor of the Bank of Finland is a member of the Governing Council.

Committees of the Eurosystem and of the European System of Central Banks (ESCB)

The preparatory work for Eurosystem and ESCB decision-making is carried out in various committees and working groups made up of experts from the ESCB central banks. Each committee specializes in a particular area of competence within central banking. The Bank of Finland has at least one representative on each of the committees.

The ECB also has a separate Audit Committee, which is chaired by Governor of the Bank of Finland Olli Rehn. Governor Rehn has been Chair of the Audit Committee since July 2025. 

Supervisory Board of the Single Supervisory Mechanism (SSM)

The Bank of Finland has a representative on the Supervisory Board of the SSM.

General Board of the European Systemic Risk Board (ESRB)

The Governor of the Bank of Finland is a voting member of the General Board of the ESRB. Governor Olli Rehn is also the First Vice-Chair of the ESRB. He was elected as First Vice-Chair in April 2023.

The Bank of Finland also has a representative on the Advisory Technical Committee (ATC) of the ESRB.

European Union’s Economic and Financial Committee (EFC)

The Bank of Finland participates in the work of the EU’s Economic and Financial Committee, which operates under the Economic and Financial Affairs Council (ECOFIN). The EFC comprises two representatives from each Member State, one from the economic affairs or finance ministry and the other from the national central bank.

Bank for International Settlements (BIS)

The Governor of the Bank of Finland participates in the regular meetings of the governors of member central banks of the Bank for International Settlements (BIS).

International Monetary Fund (IMF)

The Bank of Finland is responsible for Finland’s relations with the International Monetary Fund (IMF). The Governor of the Bank of Finland is Finland’s representative on the IMF’s Board of Governors. Finland participates in the IMF’s decision-making as part of the IMF’s Nordic-Baltic Constituency (NBC).

Organisation for Economic Co-operation and Development (OECD)

The Bank of Finland is represented on the OECD’s Economic Policy Committee and Financial Markets Committee.

Other international cooperation

The Bank of Finland also participates in the work of numerous other EU and international bodies.

This includes participation in the work of the European Banking Authority (EBA) and the Committee on Monetary, Financial and Balance of Payments Statistics.

The Bank of Finland also is a member of the Network for Greening the Financial System (NGFS), a global forum formed by central banks and financial supervisors.
