Bank of Finland rules for counterparties and customers – Rules update
On 31 July 2025 the Governing Council of the European Central Bank adopted Guideline (EU) 2025/1889 amending Guideline (EU) 2022/912 on a new-generation Trans-European Automated Real-time Gross Settlement Express Transfer system (TARGET) (ECB/2022/8) (ECB/2025/28).
The Bank of Finland has made corresponding additions and changes. The rules can be found in the collection of rules governing the TARGET- Suomen Pankki system, see Bank of Finland rules for counterparties and customers. These rules will come into force on 6 October 2025.
In addition, the document Implementation of monetary policy operations and collateral management at the Bank of Finland included in the Bank of Finland rules has been updated regarding non-marketable asset management fees, entering into force on 24 September 2025.
