Revision to the Standard Industrial Classification

Changes are being introduced to the Bank of Finland’s industry-specific financial statistics publications at the beginning of 2026.

Industry data are collected in the Bank of Finland’s statistical data collections on monetary financial institutions[1] (banks) and other financial institutions[2] concerning the counterparties of loans granted. These data are used to produce industry-specific statistics on loans granted to non-financial corporations and sole proprietors. The current national Standard Industrial Classification TOL 2008, maintained by Statistics Finland, will be replaced in the statistical data collections at the beginning of 2026 by the new Standard Industrial Classification TOL 2025. All data pertaining to 2026 will be reported using the new classification, and the current classification will cease to be used after the data for December 2025 / the last quarter of 2025.

From the perspective of the Bank of Finland’s publications, the most significant change is that the TOL 2008 main industry J – Information and communication will be split into two separate main industries, J and K, in the new classification. Correspondingly, all industries that followed the main industry J in alphabetical order in TOL 2008 will move forward by one letter in TOL 2025. The Bank of Finland’s industry-specific statistical publications are mainly presented at the letter levels referring to the main industries, and in some cases, at the subsequent 2-digit level. Apart from the above-mentioned split, the expected changes at the published 2-digit levels and especially at the letter level are minor.

Time series based on the current industrial classification will end, for credit institution statistics, in the reference period December 2025 and, for other financial institutions, in the fourth quarter of 2025. Time series based on the new industrial classification will correspondingly begin, for credit institution statistics, in January 2026 and, for other financial institutions, in the first quarter of 2026.

The changes will also be visible when retrieving data via the time-series API; the current content of the API can be viewed in the Power BI report. The time series planned to replace those representing the current classification are listed in the Excel workbook attached at the end of this release, which will be updated as necessary.
