The Governing Council of the European Central Bank will convene in Helsinki on 5 May 2011. The meeting will be held in the Bank of Finland's facilities followed by a press conference at the Scandic Marina Congress Center, Helsinki.
 
The ECB's Governing Council meeting is held outside Frankfurt twice a year, usually in May and October.  By arranging these meetings in the various countries of the euro area the ECB wishes to emphasise its role as the central bank for the entire euro area.
 
The meeting will be attended by the members of the ECB Governing Council, who are the Governors of the EU central banks belonging to the Monetary Union as well as the members of the ECB's Executive Board.  One member of the European Commission and the President of the Eurogroup also have the right to participate in the meetings, although they do not have the right to vote.
 
The meeting held in Helsinki is the first meeting of the month, the one in which the Governing Council decides on the monetary policy stance.
 
The meeting in May is the second Governing Council meeting held in Helsinki, the first being arranged on 6 May 2004.
